The EU has been developing a strong approach to artificial intelligence grounded in the objectives of Europe for the Digital Decade. The European AI Strategy focuses on quality and trust, encouraging research and industrial growth while securing fundamental rights with the goal of turning the EU into a world-class hub for AI.

The EC presented the AI package in April 2021, which included a review of the Coordinated Plan on AI, a strategy to accelerate investments, implement programmes, and align policies with the current AI landscape.

The AI package also contains the AI Act, a proposal for regulation. The European Commission proposed three initiatives to build trustworthy AI: a European legal framework, a civil liability framework, and a revision of sectoral safety legislation. This first-ever legal framework addresses the potential risks of AI by proposing flexible rules and giving clear orientations, especially to cases that are not covered by national and EU legislations.

Regarding funding, the EC plans to invest €1 billion per year in AI through the Horizon Europe and Digital Europe programmes, which will attract private investments reaching €20 billion over this decade. In addition, the Recovery and Resilience Facility includes €134 billion for digital, which will allow Europe to become a worldwide leader in trustworthy AI.

Recently, in January 2023, the EU and the US announced an unprecedented AI agreement to accelerate the use of artificial intelligence in several sectors, such as Agriculture and Healthcare. This partnership will grant governments access to better AI models, allowing more efficient emergency responses, climate forecasting and electric grid management, for example.
